Scion Executive Search has been retained to identify the incoming Director of Talent Acquisition on behalf of our client, The Arc Central Chesapeake Region (The Arc), a nonprofit dedicated to serving children and adults with intellectual and developmental disabilities (IDD) throughout Anne Arundel County and Maryland’s Eastern Shore. The Arc’s mission is to support people with IDD to live the lives they choose by creating opportunities, promoting respect and equity, and providing access to services.  

The right individual will be an innovative thinker capable of taking nontraditional approaches to Talent Acquisition and overcoming hiring challenges. This full-time, exempt opportunity is for immediate hire and is based in Severn, Maryland, 15 minutes from their Linthicum Heights HQ.

ABOUT SEVERN, MARYLAND:
Severn is a vibrant suburban community located in Anne Arundel County, just south of Baltimore and northeast of Washington, D.C. Known for its family-friendly atmosphere, Severn offers a mix of residential neighborhoods, parks, and convenient amenities. The area is close to major employment hubs, including Fort Meade and the NSA, making it popular among professionals and military families. Residents enjoy proximity to outdoor spaces like Severn-Danza Park and the Patapsco Valley State Park, as well as shopping centers, restaurants, and schools that contribute to a high quality of life. POSITION OVERVIEW:
The Director of Talent Acquisition will lead the talent acquisition strategy and implementation – the Arc hires close 200 people per year between Direct Support Professionals, Specialist, and managers/subject matter experts. Reporting to the VP of People & Culture, the Director of Talent Acquisition will partner leaders at every level of the organization to ensure the human capital needs of a growing and dynamic organization are met. As the leader of the talent recruitment function, the Director of Talent Acquisition will use data to implement Talent Acquisition systems that are responsive to The Arc’s recruitment needs and People related strategic goals. The Director of Talent Acquisition is a member of the Expanded Executive Leadership Team and Leadership Council.

KEY RESPONSIBILITIES:
Essential Functions
  • Design and implement creative talent acquisition strategies to attract a diverse and qualified candidate pool, utilizing proactive, cost-effective methods, including online recruiting resources and ATS.
  • Oversee and manage the full recruitment lifecycle, from job specification to onboarding, ensuring a smooth experience for both candidates and hiring managers. Evaluate resumes and credentials to assess relevant skills, experience, and knowledge against position requirements.
  • Partner with division/department leadership and hiring managers to understand hiring needs and conduct market research to ensure alignment with competitive roles in the market; Provide strategic guidance to divisions/departments on current organizational state and future workforce requirements.
  • Collaborate with the Director of Strategic Communications to support the development of marketing and branding strategies; craft and promote the organization’s employer value proposition to strengthen The Arc’s reputation as an employer of choice.
  • Ensure the recruitment process aligns with company policies, procedures, and applicable employment laws and regulations; collaborate with People Operations to uphold Equal Employment Opportunity (EEO) and affirmative action policies.
  • Track and analyze key recruiting metrics to refine strategies; contribute to continuous improvement efforts to optimize recruitment processes and enhance the candidate experience.
  • Support diversity, equity, and inclusion (DEI) efforts in all recruitment and hiring practices.
  • Maintain relationships with external recruitment vendors and partners.
  • Manage and coach assigned People & Culture employees and consultants.

Other Functions
  • Stay informed about Talent Acquisition and HR policies, practices, trends, and regulations.
  • Maintain external networks with Talent Acquisition leaders and peers to consistently enhance recruitment strategies.
  • Participate in related recruitment networks through relevant associations and groups.
  • Support the development, implementation, and management of HR policies, ensuring they align with organizational goals and compliance standards.
  • Perform other duties as assigned.

QUALIFICATIONS:
  • High School diploma or GED, along with over 5 years of talent acquisition leadership experience, preferably in a large organization, is required.
  • Bachelor’s degree in human resources management, strongly preferred; Past work with human services organizations and/or nonprofits is a plus.
  • Demonstrated ability to effectively assess candidates for relevant skills, experience, and cultural fit.
  • Proven track record of building and maintaining relationships at all levels of the organization, with the ability to instill confidence and credibility.
  • Highly process-driven, able to manage multiple tasks efficiently, optimize resources, and meet deadlines in a fast-paced environment.
  • Ability to develop and implement talent acquisition strategies that align with the organization’s goals and workforce needs.
  • Exceptional communication and interpersonal skills, both informally and formally, with a strong ability to connect and influence others.
  • Strong analytical and problem-solving skills, with the ability to make data-driven decisions.
  • Highly developed interview skills, sharp discernment and ability to execute good judgment
  • Strong project and time management skills.
  • Ability to work collaboratively with diverse personalities and employee populations.
  • Ability to work well under pressure in an ever-changing environment.
  • Advanced proficiency in MS Word, Excel, Outlook and knowledge of HRIS systems required.

COMPENSATION AND BENEFITS:
In addition to a competitive base salary of $120,500, The Arc also provides a comprehensive benefits package which includes access to robust health, vision, and dental insurance; Employee Assistance Program (EAP); Flexible Spending Account (FSA); Basic Life Insurance and Accidental Death and Dismemberment (AD&D) coverage; short- and long-term disability insurance; 403(b) with up to 6% employer match; unlimited PTO, as well as 12 paid annual holidays per year. Offers up to $7,500 in relocation assistance for the right candidate.

Typical work schedule is Monday through Friday during The Arc office hours, with frequent night and some weekend hours based on the nature of the position. This position is eligible for periodic telework.
