Scion Nonprofit Staffing, an award-winning full-service staffing firm, has been retained to conduct a search for a Clinical Director on behalf of our client partner, an international ministry who mission is to meet human needs without discrimination.

POSITION OVERVIEW:
The Clinical Director will be accountable for the overall organization and supervision of the organization’s State-Licensed Substance Use Disorder treatment program and their Harbor Light Program which includes a residential treatment program, withdrawal management, and stabilization unit. This entails offering clinical training and oversight, the overall supervision of daily operations and programming, and other duties as delegated by the Executive Director.

RESPONSIBILITIES OVERVIEW:
PROGRAM MANAGEMENT:

  • Create, execute, and oversee the recovery curriculum for the Harbor Light Program and Recovery Wellness Services.
  • Administer a smooth transition between withdrawal management and treatment, offering any necessary referrals along the way.
  • Manage the overall treatment services, including treatment or recovery plans.
  • Collaborate with the clinical team regularly to monitor client treatment and progress.
  • Organize weekly case conferences to review client concerns, grievances, and issues.
  • Address grievances filed with the State of California Dept. of Healthcare Services Licensing and any program service issues in a timely manner.
  • Guarantee compliance with all regulations in accordance with local, state, and federal laws. Maintain written procedure to ensure all program functions are conducted in a clean, safe, sanitary, and alcohol and drug-free environment.


PLANNING and DEVELOPMENT:

  • When necessary during internal and external meetings, operate as a representative and extension of the Executive Director.
  • Support the Executive Director during strategic partnerships for future expansion opportunities for the Harbor Light Program, including Outpatient, Medi-Cal, Private Insurance Companies, and more.
  • Partner with the Executive Director and Divisional Social Services Director to sustain high standards, aligned with the Agency’s National Social Services Standards.
  • Spearhead quality improvement projects.


SUPERVISORY:

  • Supervise clinical staff and interns.
  • Conduct annual employee evaluations.
  • Confirm the accuracy of all direct-report hourly employee’s timesheets for payroll processing.
  • Approve time-off requests in a timely manner according to policy and procedure.
  • Ensure that each Harbor Light Program team member is properly trained for their position.
  • Contribute to the recruitment process of qualified clinical team members for the Harbor Light Program.
  • Provide individual and group supervision for addiction treatment and mental health staff and interns while monitoring the clinical work of supervisees.


ADMINISTRATIVE:

  • Maintain an up-to-date policy and procedure manual for the Harbor Light Program for staff and clients.
  • Provide aid with the attestations for compliance with Privacy obligations including HIPAA and Title 42 Code of Federal Regulations, Part 2.
  • Ensure that a complete, separate, and current record is maintained for each client.
  • Deliver timely reports to the Executive Director, both orally and in written form.


MINIMUM QUALIFICATIONS:

  • Master’s degree in social work, counseling or related field and is a State Licensed in Counseling.
  • Five years’ experience or more in substance abuse treatment, mental health treatment, or certification in substance use treatment.
  • Two years’ experience offering services to individuals involved in criminal justice preferred.
  • Proven record of assisting clients with substance use, mental illness, and other potential barriers to self-sufficiency.
  • Knowledge of theoretical orientations (co-occurring disorders, trauma-informed service delivery, and cognitive behavioral therapy).
  • Skill in administering group and individual counseling.
  • Strong sense of cultural competency, ability to work with highly diverse populations.
  • Expertise in the principles and techniques of social work, crisis intervention, case management, client-centered counseling, and/or group facilitation.Be a detail-oriented, thought provoking, inspiring, impactful leader.
  • Excellent organizational skills, ability to multi-task, be a self-starter, and follow through on tasks.
  • Handle sensitive and confidential information with optimal integrity.
  • Maintain flexible work schedule with some weekends and evenings and be on-call to handle issues at all hours.
  • Knowledge of CARF Accreditation and Drug Medi-Cal Organized Delivery System.
  • Experience with Microsoft Office and knowledge of proper database usage.
  • Possess a valid CA Driver License, gain Tuberculosis clearance within first 7 days of employment, and be First Aid and CPR certified within first 14 days of employment, provided by organization.
  • Must clear with OIG Database, not be on active probation or parole, and must complete a driver safety training during introductory period.
  • Ability to lift to 25lbs on your own or with reasonable assistance.

COMPENSATION AND BENEFITS:
